I just wanted to let you know that that the FCC likely will have a window for LPFM applications in late 2022 or early 2023. LPFM stations are allowed to have 100 Watts at 100 feet of antenna height (or the equivalent). It does appear that you do have a frequency available in Fredericksburg. You would be in a srong position to get a permit as longevity of the associated organization is a factor as are some other things which would likely put you at the top of the list.
We operate 97.9 WREN-LP in Charlottesville (979wren.org). Our signal covers the Charlottesville area and beyond in some directions due to terrain considerations. I would be glad to help plus I have a friend in the Fredericksburg area whose daughter is a Mary Washington alum who may be willing to help too although I have not mentioned this to him.
RecNet.com is the best source for LPFM information. They also operate some Facebook interest lists that may be useful. PrometheusRadio.org also has some useful information
A map from RecNet.com shows the general LPFM availabilities in our area which includes Fredericksburg. Built right, an LPFM station should have no problem covering Fredericksburg. It would be a much better situation than what you have had in the past!
